Terms, Refund & Substitution Policy
Race Car Tools, Inc., d/b/a USA TOOLS (USAToolsInc.com)

Race Car Tools, Inc. d/b/a USA TOOLS ("USA TOOLS," "we," "our," or "us") provides industrial, commercial, and specialty equipment. By placing an order on USAToolsInc.com, the customer agrees to all terms in this policy.
1) ACCEPTANCE OF TERMS
By completing a purchase, the customer acknowledges and agrees to:

These terms govern all orders, returns, refunds, substitutions, and warranty claims.
2) ORDER PROCESSING & PRODUCT AVAILABILITY
Orders are processed in the order received. Availability may vary due to manufacturer inventory, distributor stock, or supply-chain conditions. USA TOOLS may cancel and refund any order affected by inventory limitations or pricing errors.
3) PRICING, ERRORS & ADJUSTMENTS
Prices may change without notice. If a pricing or listing error occurs, USA TOOLS may cancel the order and issue a full refund.
3.1 Tariff, Freight & Shipping Adjustments
If tariffs, freight, or shipping costs increase before shipment, USA TOOLS may request approval of revised charges. If not approved, the order may be cancelled and refunded.
4) REFUND & RETURN POLICY
4.1 All Sales Final – Limited Return Eligibility
Due to the nature of industrial equipment, all sales are final. Returns are accepted ONLY if:
- Item was damaged in transit
- Item is defective upon arrival (DOA)
- Incorrect item was shipped by USA TOOLS
Customers must notify USA TOOLS within 7 days of delivery. For any claim involving a defective, damaged, or malfunctioning item, the customer must provide clear photos and/or video demonstrating the issue. Visual documentation is required before USA TOOLS or the manufacturer can evaluate the claim, determine whether the issue is covered under warranty, or authorize a return. Warranty decisions are made according to the manufacturer's warranty policy for the specific item shipped.
Not Eligible for Return or Refund: Buyer's remorse, accidental orders, price differences, used/tested items, installed items, packaging variations, or items purchased in error (see Section 4.1c for the customer-ordering-error return process).
4.1a Open or Tampered Packages
If a package arrives open, damaged, or tampered with, the customer must refuse delivery. Accepting such a package constitutes acknowledgment that the shipment was received in acceptable condition.
4.1b Visible or Obvious Damage – 48-Hour Photo Requirement
If an item arrives with obvious visible damage or a visible defect, photos must be provided to USA TOOLS within 48 hours of delivery, in addition to the general 7-day notification window described in Section 4.1. Failure to submit photos within this 48-hour window may affect USA TOOLS' or the manufacturer's ability to evaluate and approve the claim.
4.1c Incorrect Item Ordered by Customer
If a customer orders the incorrect product (as opposed to USA TOOLS shipping the wrong item), standard return terms apply under Section 4.2–4.9, including Return Authorization, applicable restocking fees, and customer-paid return shipping. This differs from an incorrect item shipped in error by USA TOOLS, which is addressed under Section 4.1.
4.1d Discontinued Products (Absolutely No Returns or Refunds)
Products marked Discontinued, Replaced, Superseded, or No Longer Manufactured are not eligible for return or refund under any circumstances.
4.2 Return Authorization Required (RA/RMA)
A valid RA/RMA number is required before returning any item. Unauthorized returns will be refused or returned at the customer's expense.
4.3 Condition of Returned Items
Approved returns must be unused, uninstalled, in original packaging, and complete with all accessories.
4.4 Verification & Inspection
Returns may be denied if the item is not defective, matches the listing, shows misuse, or was damaged by the customer.
4.5 Non-Returnable & Non-Refundable Items
Used equipment, installed tools, opened electrical/electronic diagnostic equipment, gas-powered equipment, special-order items, and all Noregon hardware/software.
4.6 Refund Method
Approved refunds are issued only to the original payment method. Shipping charges are non-refundable unless USA TOOLS made an error.
4.7 Return Shipping Costs
Customer is responsible for all return shipping costs. Freight/LTL returns may incur additional carrier fees.
4.8 Restocking Fees
Non-defective returns (if approved) incur a 15%–25% restocking fee.
4.9 Refused or Undeliverable Packages
Refused or undeliverable packages incur outbound shipping, return shipping, and a 15%–25% restocking fee. If the carrier destroys or abandons the package, no refund will be issued.
4.10 Order Cancellations (Updated)
Orders that have been processed, packed, or shipped cannot be cancelled. Once in transit, refusal of delivery is treated as a return (if eligible) and incurs all applicable fees.
4.11 Price Differences on Other Platforms
Price differences between USA TOOLS and third-party retailers do not qualify for returns or refunds.
4.12 "Not as Described" Claims & Return Abuse Prevention
USA TOOLS may require photos, videos, serial numbers, or manufacturer verification for any claim that an item is defective, damaged, malfunctioning, or not as described. As noted in Section 4.1, this visual documentation must be provided before a claim can be evaluated or a return/warranty determination made.
4.13 Drop-Ship Fulfillment Notice
Some items ship from authorized distributors or third-party warehouses. Packaging may vary.
4.14 Third-Party Fulfillment & Marketplace Pricing
Orders may be fulfilled from Amazon, VEVOR, or manufacturer warehouses. Marketplace pricing differences do not qualify as defects.
4.15 Two-Stage Fulfillment (Warehouse Reshipment Requirement)
Orders shipping to Alaska, Hawaii, Puerto Rico, APO/FPO, or international destinations may require two-stage fulfillment. Additional shipping charges may apply.
5) SUBSTITUTION POLICY
USA TOOLS may substitute factory-refurbished or manufacturer-authorized refurbished units with customer approval.
6) DISCONTINUED OR BACKORDERED ITEMS
If an item is discontinued or unavailable, USA TOOLS may offer an equivalent model or cancel and refund the order.
7) SHIPPING, DELIVERY & INTERNATIONAL TRANSIT TIMES
7.1 Lost or Damaged Shipments
Damage claims require photos of the actual product. USA TOOLS is not responsible for carrier delays or theft after delivery.
7.2 Free Shipping & Additional Shipping Charges (Continental U.S. Limitation)
FREE shipping applies only to orders shipped within the Continental United States. Orders shipping to Alaska, Hawaii, Puerto Rico, U.S. Territories, APO/FPO addresses, or any international destination may require additional shipping, packaging, or handling fees. These fees are based on carrier rates, package weight, dimensions, and delivery location. If additional charges are required, USA TOOLS will contact the customer before processing the order.
7.4 Extended Delivery Times (International Fulfillment)
International shipments may take 2–6 weeks due to customs, port congestion, and carrier delays.
7.5 Orders Already in Transit (No Cancellations Allowed)
Once an order has shipped or entered carrier possession, it cannot be cancelled.
7.6 Refusal to Pay Duties or Accept Delivery
If the customer refuses delivery or fails to pay customs duties, the shipment may be returned, held, or destroyed. No refund will be issued.
7.7 International Tracking & Delivery Confirmation
Tracking updates may be limited or delayed. Proof of shipment or delivery constitutes completion of the order.
8) WARRANTY INFORMATION
Manufacturer warranties apply to all new items. Seller-refurbished items include a 6-month USA TOOLS warranty. All warranty claims are evaluated and decided according to the manufacturer's warranty policy applicable to the specific item shipped, and require clear photos and/or video documentation of the reported issue before a determination can be made.
9) LIMITATION OF LIABILITY
USA TOOLS is not liable for incidental or consequential damages, labor, downtime, or misuse. Liability is limited to the purchase price of the product.
10) GOVERNING LAW
All transactions are governed by the laws of the State of Florida.
