Race Car Tools, Inc. d/b/a USA TOOLS (“USA TOOLS,” “we,” “our,” or “us”) provides industrial, commercial, and specialty equipment. By placing an order on USAToolsInc.com, the customer agrees to all terms in this policy.

These terms govern all orders, returns, refunds, substitutions, and warranty claims.
2) ORDER PROCESSING & PRODUCT AVAILABILITY
Orders are processed in the order received. Availability may vary due to manufacturer inventory, distributor stock, or supply‑chain conditions.
USA TOOLS may cancel and refund any order that cannot be fulfilled or is affected by pricing or inventory errors.
3) PRICING, ERRORS & ADJUSTMENTS
Prices may change without notice. If a pricing or listing error occurs, USA TOOLS may cancel the order and issue a full refund.
3.1 Tariff, Freight & Shipping Adjustments If tariffs, freight, or shipping costs increase before shipment, USA TOOLS may request approval of revised charges. If not approved, the order may be cancelled and refunded.
4) REFUND & RETURN POLICY
4.1 All Sales Final – Limited Return Eligibility Due to the nature of industrial equipment, all sales are final. Returns are accepted ONLY under the following limited conditions:

Customers must notify USA TOOLS within 7 days of delivery. Photos and/or video of the actual product are required.
Not Eligible for Return or Refund: Buyer’s remorse, accidental orders, price differences between retailers, finding the item cheaper after delivery, claims that the item “did not work” after use, used/installed/tested items, items purchased in error, packaging differences due to third‑party fulfillment.
4.2 Return Authorization Required (RA/RMA) A valid RA/RMA number is required before returning any item. Unauthorized returns will be refused or returned at the customer’s expense.
4.3 Condition of Returned Items Approved returns must be unused, uninstalled, in original packaging, and complete with all accessories. Used or incomplete items will be rejected.
4.4 Verification & Inspection A return may be denied if the item is not defective, matches the listing specifications, shows signs of use or misuse, or was damaged by the customer.
4.5 Non‑Returnable & Non‑Refundable Items Used equipment, installed tools, opened electrical/electronic diagnostic equipment, gas‑powered equipment, special‑order items, items damaged by misuse, and all Noregon hardware/software.
4.6 Refund Method Approved refunds are issued only to the original payment method. Shipping charges are non‑refundable unless USA TOOLS made an error. Refunds may take up to 30 days to process after approval, depending on inspection, carrier timelines, and payment processor schedules.
4.7 Return Shipping Costs Customer is responsible for all return shipping costs. Freight/LTL returns may incur liftgate, residential, appointment, storage, redelivery, and full freight charges.
4.8 Restocking Fees Non‑defective returns (if approved) incur a 15%–25% restocking fee.
4.9 Refused or Undeliverable Packages Refused or undeliverable packages will incur original shipping cost, return shipping cost, and a 15%–25% restocking fee. If the carrier or customs destroys or abandons the package, no refund will be issued.
4.10 ORDER CANCELLATIONS (UPDATED)
Orders that have been processed, packed, or shipped cannot be cancelled.
If cancellation is requested before shipment, the customer is responsible for:

Shipping costs to return the item to our warehouse (if the order has already been packed or assigned a carrier pickup), and

A 15% restocking fee.
Once an order has entered carrier possession or is in transit, it is no longer eligible for cancellation. Any refusal of delivery or cancellation request after shipment will be treated as a return (if eligible) and will incur:

Duties, taxes, and customs fees

A 15%–25% restocking fee
4.11 Price Differences on Other Platforms
Price differences between USA TOOLS and third‑party retailers do not qualify for returns, refunds, or adjustments.
4.12 “Not as Described” Claims & Return Abuse Prevention
USA TOOLS may require photos, videos, serial numbers, or manufacturer verification. If the item matches the listing description, the return will be denied.
4.13 Drop‑Ship Fulfillment Notice
Some items ship from authorized distributors or third‑party warehouses. Packaging may vary. This does not qualify as grounds for return.
All returns must go through USA TOOLS with an RA/RMA number.
4.14 Third‑Party Fulfillment & Marketplace Pricing
Orders may be fulfilled from Amazon, VEVOR, or manufacturer warehouses. Marketplace pricing differences do not qualify as defects or valid return reasons.
4.15 TWO‑STAGE FULFILLMENT (WAREHOUSE RESHIPMENT REQUIREMENT)
Certain orders—especially those shipping to Alaska, Hawaii, Puerto Rico, APO/FPO, or international destinations—may require two‑stage fulfillment due to supplier shipping restrictions.
When Two‑Stage Fulfillment Applies: Supplier cannot drop‑ship to the customer’s region, ships only within the lower 48 states, requires export processing, or requires inspection/repackaging.
Process:

Supplier ships the item to USA TOOLS’ warehouse

USA TOOLS reships the item to the customer’s final destination
Customer Agreement: By placing an order, the customer agrees that:

Two‑stage fulfillment does not qualify for cancellation or refund due to extended transit times

Once the supplier ships to USA TOOLS, the order cannot be cancelled

Reshipment timelines depend on carrier availability, customs, and regional restrictions

Additional shipping charges may apply for the second leg
Transit Time Expectations: Two‑stage fulfillment may add 5–14 business days domestically and 2–6 weeks internationally. These delays do not qualify for cancellation, refund, or dispute.
5) SUBSTITUTION POLICY
USA TOOLS may substitute factory‑refurbished, manufacturer‑authorized refurbished, or seller‑refurbished units (with customer approval). If no acceptable substitute is available, the order may be cancelled and refunded.
6) DISCONTINUED OR BACKORDERED ITEMS
If an item is discontinued or unavailable, USA TOOLS may offer an equivalent model, a refurbished option, or cancel and refund the order.
7) SHIPPING, DELIVERY & INTERNATIONAL TRANSIT TIMES
7.1 Lost or Damaged Shipments Damage claims require photos of the actual product. USA TOOLS is not responsible for carrier delays or theft after delivery.
7.4 Extended Delivery Times (International Fulfillment) International shipments may take 2–6 weeks due to customs, port congestion, carrier delays, and export/import processing. These delays do not qualify for cancellation or refund.
7.5 Orders Already in Transit (No Cancellations Allowed) Once an order has shipped or entered carrier possession, it cannot be cancelled. Refusal of delivery will be treated as a return (if eligible) and incur all applicable fees.
7.6 Refusal to Pay Duties or Accept Delivery If the customer refuses delivery or fails to pay required customs duties, the shipment may be returned, held, or destroyed. If destroyed or abandoned, no refund will be issued.
7.7 International Tracking & Delivery Confirmation Tracking updates may be limited or delayed. Once the carrier shows the package as “in transit,” “exported,” “arrived at destination country,” or “awaiting customs,” the order is considered successfully shipped.
Proof of shipment or delivery constitutes completion of the order.
8) WARRANTY INFORMATION
Manufacturer warranties apply to all new items. Seller‑refurbished items include a 6‑month USA TOOLS warranty.
9) LIMITATION OF LIABILITY
USA TOOLS is not liable for incidental or consequential damages, labor, downtime, or misuse. Liability is limited to the purchase price of the product.
10) GOVERNING LAW
All transactions are governed by the laws of the State of Florida
