Terms, Refund & Substitution Policy
Race Car Tools, Inc., d/b/a USA TOOLS (USAToolsInc.com)
Effective Date: October 1, 2026 (Return-policy consistency update)
Race Car Tools, Inc. d/b/a USA TOOLS ("USA TOOLS," "we," "our," or "us") provides industrial, commercial, and specialty equipment. By placing an order on USAToolsInc.com, the customer agrees to all terms in this policy.
1) ACCEPTANCE OF TERMS
By completing a purchase, the customer acknowledges and agrees to:
- This Terms, Refund & Substitution Policy
- Our Warranty Policy
- Our Shipping & Delivery Policy
- All conditions displayed at checkout
These terms govern all orders, returns, refunds, substitutions, and warranty claims. This is the master return policy. The Refund Policy, Shipping Policy, Terms of Service, checkout notices, and return instructions summarize or incorporate these same rules. Changes apply to orders placed on or after the effective date; earlier orders remain subject to the terms applicable when purchased.
2) ORDER PROCESSING & PRODUCT AVAILABILITY
Orders are processed in the order received. Availability may vary due to manufacturer inventory, distributor stock, or supply-chain conditions. USA TOOLS may cancel and refund any order affected by inventory limitations or pricing errors.
3) PRICING, ERRORS & ADJUSTMENTS
Prices may change without notice. If a pricing or listing error occurs, USA TOOLS may cancel the order and issue a full refund.
3.1 Tariff, Freight & Shipping Adjustments
If tariffs, freight, or shipping costs increase before shipment, USA TOOLS may request approval of revised charges. If not approved, the order may be cancelled and refunded.
4) REFUND & RETURN POLICY
4.1 All Sales Final – Limited Return Eligibility
Due to the nature of industrial equipment, all sales are generally final, subject to the claim process below and discretionary approved customer-choice returns under Section 4.1c. Claims may be submitted if:
- Item was damaged in transit
- Item is defective upon arrival (DOA)
- Incorrect item was shipped by USA TOOLS
Customers must notify USA TOOLS within 7 days of delivery. For any claim involving a defective, damaged, or malfunctioning item, the customer must provide clear photos and/or video demonstrating the issue. Visual documentation is required before USA TOOLS or the manufacturer can evaluate the claim, determine whether the issue is covered under warranty, or authorize a return. Warranty decisions are made according to the manufacturer's warranty policy for the specific item shipped.
No Automatic Right to Return: Buyer's remorse, accidental orders, price differences, packaging variations, and items purchased in error do not automatically qualify for a return. USA TOOLS may approve an eligible non-defective/customer-choice return under Section 4.1c. Used/tested or installed items and the items listed in Sections 4.1d and 4.5 are non-returnable for customer-choice reasons.
4.1a Open or Tampered Packages
If a package arrives open, damaged, or tampered with, the customer must refuse delivery. Accepting such a package constitutes acknowledgment that the shipment was received in acceptable condition.
4.1b Visible or Obvious Damage – 48-Hour Photo Requirement
If an item arrives with obvious visible damage or a visible defect, photos must be provided to USA TOOLS within 48 hours of delivery, in addition to the general 7-day notification window described in Section 4.1. Failure to submit photos within this 48-hour window may affect USA TOOLS' or the manufacturer's ability to evaluate and approve the claim.
4.1c Customer-Choice Returns, Including Incorrect Items Ordered by Customer
Requests for a non-defective/customer-choice return, including buyer's remorse or ordering the wrong product, must be submitted within 30 days of delivery or the product-specific timeframe disclosed before purchase. A timely request does not guarantee approval. USA TOOLS must approve the return in writing and issue an RA/RMA before shipment. Approved returns are subject to Sections 4.2–4.9, including merchandise condition, restocking fees, non-refundable original shipping, and customer-paid return shipping. Defective, damaged, or incorrectly shipped items are evaluated separately under Section 4.1.
4.1d Discontinued Products (Absolutely No Returns or Refunds)
Products marked Discontinued, Replaced, Superseded, or No Longer Manufactured are not eligible for return or refund under any circumstances.
4.1e Discontinued Items With Replacement Models (Price Difference Refund) If a customer places an order for an item marked “Discontinued – See Replacement (Model ___)” and USA TOOLS ships the designated replacement model, the following terms apply:
-
The replacement item will be shipped automatically to avoid delays in fulfillment.
-
If the replacement model has a lower price than the discontinued item originally ordered, USA TOOLS will refund the price difference once the replacement item is successfully delivered and received by the customer.
-
The customer must confirm receipt of the replacement item within 30 days of delivery for the refund to be issued.
-
If the replacement model has a higher price, USA TOOLS will contact the customer for approval before shipment.
-
All other terms in Section 4 (Returns, Refunds, and Non‑Returnable Items) continue to apply to the replacement item.
4.2 Return Authorization Required (RA/RMA)
A valid RA/RMA number is required before returning any item. Unauthorized returns will be refused or returned at the customer's expense.
4.3 Condition of Returned Items
Approved customer-choice returns must be unused, untested, uninstalled, in original condition and packaging, and complete with all manuals and accessories. Defective, damaged, or incorrectly shipped items must follow the specific RA/RMA instructions issued for the claim.
4.4 Verification & Inspection
All returns are subject to verification and inspection. Customer-choice returns may be denied if eligibility or condition requirements are not met. A defect or wrong-item claim may be denied if the item matches the listing, is not defective, shows misuse, or was damaged by the customer.
4.5 Non-Returnable & Non-Refundable Items
Customer-choice returns are not accepted for used/tested equipment, installed tools, opened electrical/electronic diagnostic equipment, paint guns, gas-powered equipment, items damaged by misuse, discontinued items under Section 4.1d, or any Noregon hardware/software, licenses, renewals, subscriptions, or digital products. Supplier-sourced special orders are subject to the limited exception process in Section 4.5a. Defect, damage, wrong-item, and warranty claims are evaluated separately under Sections 4.1 and 8.
4.5a Special Orders From Suppliers
Supplier-sourced special orders are generally non-returnable for customer-choice reasons. USA TOOLS may consider an exception only if the supplier agrees to accept the return. Before an RA/RMA is issued or anything is shipped back, the customer must provide clear photos of the shipping box and/or item, including the packaging and condition the supplier needs to review. Keep any factory seal intact unless USA TOOLS asks for other photos. USA TOOLS will submit the request to the supplier and confirm in writing whether the supplier accepts it, the approved return address, and any applicable restocking and shipping charges. Photos, a timely request, or delivery to USA TOOLS do not guarantee supplier acceptance or a refund. Do not ship a special-order item back until USA TOOLS issues written return instructions. Defect, damage, wrong-item, and warranty claims are handled separately under Sections 4.1 and 8.
4.6 Refund Method
Approved refunds are issued only to the original payment method after receipt and inspection. For approved non-defective/customer-choice returns, original/outbound shipping charges are non-refundable. A return caused by a confirmed USA TOOLS error is not subject to customer-choice restocking or shipping deductions. Defect, damage, and warranty claims are handled under the approved claim instructions and applicable warranty.
4.7 Return Shipping Costs
For approved non-defective/customer-choice returns, the customer pays return shipping and is responsible for shipping both ways: original/outbound shipping is non-refundable and return shipping is customer-paid. Shipping already paid will not be deducted a second time. Freight/LTL returns may incur additional carrier fees disclosed in the RA/RMA. For a confirmed USA TOOLS error, USA TOOLS arranges or pays authorized return shipping. Defect, damage, and warranty claims follow the approved claim instructions.
4.8 Restocking Fees
Approved non-defective/customer-choice returns incur a 15%–25% restocking fee calculated on the returned merchandise price, or the applicable supplier/manufacturer/warehouse restocking fee if higher. The applicable fee will be disclosed in the return authorization. Only one restocking fee applies; supplier fees are not added on top of the USA TOOLS restocking fee.
4.9 Refused or Undeliverable Packages
Customer-caused refused or undeliverable packages are treated as returns, subject to eligibility, original/outbound and return shipping costs, and the restocking-fee rule in Section 4.8. Shipping already paid will not be deducted twice. Confirmed USA TOOLS errors are handled separately under Sections 4.6–4.7. If the carrier destroys or abandons the package, no refund will be issued.
4.10 Order Cancellations (Updated)
Cancellation requests must be approved by USA TOOLS. We will attempt to stop fulfillment before shipment, but cancellation is not guaranteed after processing, packing, or supplier ordering. Once shipped or in carrier possession, an order cannot be cancelled; any eligible return follows Sections 4.1–4.9. Any applicable cancellation charges will be disclosed before approval. Restocking and shipping charges are not automatically imposed merely because a cancellation was requested, and shipping not incurred will not be charged.
4.11 Price Differences on Other Platforms
Price differences between USA TOOLS and third-party retailers do not qualify for returns or refunds.
4.12 "Not as Described" Claims & Return Abuse Prevention
USA TOOLS may require photos, videos, serial numbers, or manufacturer verification for any claim that an item is defective, damaged, malfunctioning, or not as described. As noted in Section 4.1, this visual documentation must be provided before a claim can be evaluated or a return/warranty determination made.
4.13 Drop-Ship Fulfillment Notice
Some items ship from authorized distributors or third-party warehouses. Packaging may vary.
4.14 Third-Party Fulfillment & Marketplace Pricing
Orders may be fulfilled from Amazon, VEVOR, or manufacturer warehouses. Marketplace pricing differences do not qualify as defects.
4.15 Two-Stage Fulfillment (Warehouse Reshipment Requirement)
Orders shipping to Alaska, Hawaii, Puerto Rico, APO/FPO, or international destinations may require two-stage fulfillment. Additional shipping charges may apply.
5) SUBSTITUTION POLICY
USA TOOLS may substitute factory-refurbished or manufacturer-authorized refurbished units with customer approval.
6) DISCONTINUED OR BACKORDERED ITEMS
If an item is discontinued or unavailable, USA TOOLS may offer an equivalent model or cancel and refund the order.
7) SHIPPING, DELIVERY & INTERNATIONAL TRANSIT TIMES
7.1 Lost or Damaged Shipments
Damage claims require photos of the actual product. USA TOOLS is not responsible for carrier delays or theft after delivery.
7.2 Free Shipping & Additional Shipping Charges (Continental U.S. Limitation)
FREE shipping applies only to orders shipped within the Continental United States. Orders shipping to Alaska, Hawaii, Puerto Rico, U.S. Territories, APO/FPO addresses, or any international destination may require additional shipping, packaging, or handling fees. These fees are based on carrier rates, package weight, dimensions, and delivery location. If additional charges are required, USA TOOLS will contact the customer before processing the order.
7.4 Extended Delivery Times (International Fulfillment)
International shipments may take 2–6 weeks due to customs, port congestion, and carrier delays.
7.5 Orders Already in Transit (No Cancellations Allowed)
Once an order has shipped or entered carrier possession, it cannot be cancelled.
7.6 Refusal to Pay Duties or Accept Delivery
If the customer refuses delivery or fails to pay customs duties, the shipment may be returned, held, or destroyed. Any eligible refund for returned merchandise is subject to inspection and the refused-package rules in Section 4.9, including applicable shipping and restocking costs. If the carrier destroys or abandons the package, no refund will be issued.
7.7 International Tracking & Delivery Confirmation
Tracking updates may be limited or delayed. Proof of shipment or delivery constitutes completion of the order.
7.8 Customer Tracking Information and Proprietary Supply-Chain Information
USA TOOLS will provide available tracking information for merchandise shipped from a USA TOOLS warehouse directly to the customer or drop-shipped by a supplier or manufacturer directly to the customer’s designated delivery address.
Tracking information for shipments to USA TOOLS or between suppliers, manufacturers, distributors, freight forwarders, warehouses, or other locations within USA TOOLS’ supply chain—including shipments originating from domestic or overseas manufacturers—is confidential and proprietary information of USA TOOLS and will not be provided to customers.
Customer-facing tracking information will be provided only for shipments delivered directly to the customer’s designated delivery address and only when that information is available to USA TOOLS.
USA TOOLS is not required to disclose supplier information, manufacturer shipping records, inbound tracking numbers, freight-forwarding information, overseas shipment details, purchase-order information, sourcing information, or any other internal supply-chain or procurement information.
8) WARRANTY INFORMATION
Manufacturer warranties apply to all new items. Seller-refurbished items include a 6-month USA TOOLS warranty. All warranty claims are evaluated and decided according to the manufacturer's warranty policy applicable to the specific item shipped, and require clear photos and/or video documentation of the reported issue before a determination can be made.
9) LIMITATION OF LIABILITY
USA TOOLS is not liable for incidental or consequential damages, labor, downtime, or misuse. Liability is limited to the purchase price of the product.
10) GOVERNING LAW
All transactions are governed by the laws of the State of Florida.
